World Bank Youth Unemployment data focuses on the labor force (employed + unemployed). Students not seeking work are excluded from the labor force, meaning they are not counted as unemployed.

The general pattern around the world is that Youth Unemployment is much higher than National Unemployment. In places where there is no institutional ability to help, there are serious national stability issues potentially.
